Traffic Impact Study – Castelnuovo di Porto

 

General framework and purpose of the study

As part of the Strategic Environmental Assessment (SEA) procedures, we developed a preliminary assessment of the traffic impacts associated with urban development in the areas surrounding the Castelnuovo di Porto A1 motorway exit. The activity was aimed at providing strategic guidance on the traffic effects generated by the planned new developments. Furthermore, the work was carried out in full compliance with regulatory requirements and provided technical support for local planning.

Characteristics of the areas of intervention

The areas identified along Via Tiberina are intended for a variety of uses – manufacturing, commercial, craft, tourism and hospitality – as well as banking, financial and telecommunications services. We have estimated a total building potential of approximately 225,000 m². In addition, various development scenarios were analysed to assess the generation and attraction of vehicle traffic, in line with municipal and provincial planning. Consequently, it was possible to outline a solid framework for subsequent analyses.

Methodological approach and reconstruction of the question

The methodological approach integrated traditional and innovative data, including ISTAT databases and Floating Car Data (FCD). This made it possible to reconstruct mobility demand and traffic levels along the road network. In addition, we analysed weekday and holiday traffic flows, average speeds and congestion, with particular attention to the roundabout between the SP15b Tiberina, the SP15b Pontestorto, the SP6c Montefiore and the Bretella Salaria Sud. This junction represents a critical point for access to the settlement system and requires specific assessments. Subsequently, combining the data made it possible to obtain a stable and consistent picture.

Development scenarios and guidelines

Three alternative development scenarios were drawn up to identify the most sustainable configuration for the road system. We assessed service levels, defined preliminary guidelines for infrastructure adjustments and analysed the road compatibility of the planned works. Furthermore, the assessments made it possible to identify interactions between additional demand and the existing network. Consequently, the work provided a solid, data-driven knowledge framework that was useful for the subsequent design phases.

Strategic value and role of the study

Through this assignment, we provided strategic support for decisions regarding urban and territorial development in Castelnuovo di Porto. In this way, the assessment enables the competent authorities to plan targeted interventions, improve overall accessibility and ensure consistency between territorial transformations and the capacity of the road network. Finally, the study provides a reliable methodological basis for future planning phases.
