MAR – Mobility in the Reggio Emilia Apennines

Project objectives

As part of the MAR – Mobilità Appennino Reggiano (Reggio Emilia Apennines Mobility) project, developed within the National Strategy for Internal Areas (SNAI), we contributed to the review of the network and operating model for local public transport in the mountainous areas of the Reggio Emilia Apennines. The intervention aimed to improve mobility in areas with low demand. Furthermore, the project promoted the participation of local communities and ensured consistency with national and regional planning instruments.

Context analysis

The activities included an in-depth analysis of the socio-economic and territorial context. We reconstructed actual and potential mobility demand, developed Origin/Destination matrices, and analysed permanent and seasonal factors that influence travel. Furthermore, traditional and innovative databases were integrated during the work in order to assess critical issues related to population density, the age of the population and accessibility to health and education services. The main production centres were also taken into consideration.

Network and service design

The design study was then developed. This included reviewing the suburban network, defining service levels and identifying interchange points. In addition, flexible on-demand services have been integrated to improve coverage in underserved areas. We also analysed connections with the regional capital and neighbouring municipalities, estimated operating costs and hypothesised rationalisation scenarios consistent with available resources.

Final results and tools

The process concluded with the definition of guidelines and packages of measures. Consequently, the project provides concrete tools to improve local public transport services and increase their appeal to different types of users. Furthermore, thanks to a multidimensional and participatory approach, we have promoted consultation between local authorities, laying the foundations for fairer, more sustainable and more effective governance of mountain mobility.
