Milan Air Quality Plan – AMAT
Project objectives
We have developed a strategic model to assess the effects of the 2021 Air and Climate Plan (PAC) on mobility dynamics and modal split in the Municipality of Milan. The assignment aimed to provide analytical tools useful for urban planning. Furthermore, the model allows for objective measurement of the impact of policies on the city’s mobility system.
Development methodology
Activities included acquiring and learning the multimodal model provided by AMAT. In addition, we revamped the offer model and recalibrated the modal split model. We have also adapted the tool to the scenarios envisaged by the 2021 CAP, improving its predictive capacity and consistency with actual conditions in the territory.
KPIs and advanced features
We have defined a set of topics and KPIs to empirically quantify the reduction in parking spaces. In addition, a parametric function has been developed that simulates the disutility of parking search time as the degree of occupancy of parking spaces varies. This function has been integrated into the modal choice model in order to represent user behaviour more realistically.
Results and applications
The intervention made it possible to accurately assess the impact of the CAP Scenario on the mobility system of the Municipality of Milan. Consequently, the work produced a solid technical contribution to analysing the expected consequences in terms of reduced parking, changes in modal split and changes in traffic flows. Furthermore, the tool developed is robust and replicable, making it fully usable for urban planning.
