Monitoring of the Livorno SUMP
Project goal
We have developed the PUMS Monitoring Plan for the Municipality of Livorno to strengthen the culture of evaluation and measurement of sustainable mobility interventions. With this work, we wanted to improve the administration’s decision-making capacity by integrating technical tools, management processes and communication activities. Furthermore, we followed the guidelines of the Ministerial Handbook to ensure methodological consistency.
The Monitoring Dashboard
The core of the project is the Monitoring Dashboard, a digital platform that measures the implementation of the SUMP. We have defined clear methods and easy-to-read indicators in order to provide an up-to-date and transparent picture of the results. The dashboard also functions as a tool for governance and dialogue with citizens, as it presents the progress of the plan in an understandable way. In addition, we have supplemented the platform with a Communication and Participation Plan designed to engage both stakeholders and citizens.
Operational monitoring activities
The municipality has entrusted us with the entire management of operational activities. We collected open and non-open data, verified the status of interventions, and updated the dedicated database. In addition, we provided software licences, technical support and ongoing updates. To ensure administrative autonomy, we have developed project management guidelines that are easy to apply.
Final results
We concluded the work with the first Monitoring Report and the related informative summary. We have also trained municipal staff to use the dashboard and to enter data on the National Observatory platform. Thanks to these tools, the Municipality of Livorno can now plan and evaluate mobility policies in a more transparent, measurable and continuous improvement-oriented manner.
