Monitoring Ferrara’s SUMP: indicators, governance and operational tools
Scope of the assignment
The Municipality of Ferrara has commissioned us to monitor the SUMP in accordance with the provisions of Ministerial Decree 396/2019. The objective was to develop a system of indicators capable of assessing the implementation of actions and the achievement of the plan’s objectives. Furthermore, the work adopted an approach geared towards measuring the effectiveness, efficiency and real impact of mobility policies. Consequently, the activity provides a useful technical framework for the governance of sustainable mobility.
Structure of the monitoring system
The activities involved defining the data database and preparing protocols for acquiring information from institutions and operators. In addition, the structure of the monitoring sheets dedicated to PUMS measurements was developed. The system has been designed to ensure replicability and management autonomy beyond the duration of the contract. This system therefore allows the Council to update and integrate indicators independently.
Monitoring dashboard and communication tools
We have developed a Monitoring Dashboard consisting of intuitive dashboards that represent the macro-objectives of the SUMP. At the same time, a communication and participation plan aimed at citizens and stakeholders was implemented. Furthermore, this process has promoted transparency and involvement, two fundamental elements for effective governance of sustainable mobility. Consequently, the results are accessible and easily consultable.
Results and final products
The activity concluded with the drafting of the Monitoring Report and the Informative Summary Report. The documents present the results in a clear and visual manner. Furthermore, through this assignment, we have provided the Municipality with an advanced operational tool for managing sustainable mobility. Finally, the project strengthens transparency, traceability and the planning capacity of local policies.
